Australia's aged care system is changing — significantly
On 1 July 2025, the Australian Government replaced the Home Care Packages program with a new system called Support at Home. If your parent, partner or loved one currently receives or is considering aged care support at home, this change directly affects them.
The good news: for most people, the new system will mean more personalised funding, less waiting, and greater flexibility in how support is delivered. The adjustment period can feel confusing, but families who understand the changes will be better positioned to access everything their loved one is entitled to.
What's actually changing?
The old Home Care Packages system used four funding levels (Level 1–4). Support at Home uses eight classifications (1–8), allowing for much more granular matching of funding to actual need. Assessments will happen more frequently, so funding can adjust as a person's needs change — rather than waiting years for a review.
What if my parent is on a waiting list?
One of the biggest improvements under Support at Home is significantly reduced waiting times. Under the old system, waits of 12–24 months for a Level 3 or Level 4 package were common. The new system aims to start services much sooner after assessment.
Will it cost more?
Some people will pay a small income-tested contribution toward certain services. However, the Government has committed that no one will be turned away due to an inability to pay, and hardship provisions exist. For most pensioners, contributions for personal care and nursing services remain minimal.
