What is the NDIS? A plain-English guide for families.

The National Disability Insurance Scheme can feel overwhelming at first. Here's everything you need to know to get started — without the jargon.

What is the NDIS?

The National Disability Insurance Scheme (NDIS) is the Australian Government's system for funding support for people with permanent and significant disability. Launched nationally in 2016, it's now one of the largest social reform programs in Australia's history — supporting over 600,000 people across the country.

At its heart, the NDIS is built on a simple idea: that people with disability deserve the same opportunities as everyone else to live full, meaningful lives. The scheme provides funding — not services directly — which means you get to choose who supports you, when, and how.

Who is eligible?

To access the NDIS you generally need to:

  • Be under 65 years of age when you first apply
  • Be an Australian citizen, permanent resident, or hold a Protected Special Category Visa
  • Have a permanent and significant disability that affects your ability to participate in everyday activities

Disability can be physical, intellectual, cognitive, neurological, sensory, or psychosocial (relating to mental health). The NDIS is not means-tested — it doesn't matter how much money you earn or have in savings.

How does the funding work?

Once you're approved for the NDIS, an assessor works with you to build a plan. Your plan sets out your goals — what you want to achieve in life — and then allocates funding across different support categories to help you reach those goals.

The three main budget types are:

  • Core Supports — day-to-day help with things like personal care, household tasks and community participation
  • Capacity Building — supports that help you build skills and independence over time
  • Capital Supports — one-off purchases like equipment, assistive technology or home modifications

What can NDIS funding pay for?

NDIS funding can cover a wide range of supports including personal care, support workers, therapy (OT, physio, speech, psychology), equipment, home modifications, transport, group activities, supported employment, and much more.

How do I apply?

The first step is to call the NDIS on 1800 800 110 or visit myplace.ndis.gov.au to make an access request. You'll need to provide evidence of your disability from a treating professional. This can feel daunting — a good Local Area Coordinator (LAC) or Support Coordinator can help you through the process.
